Governing law: Coconino County Ordinance 2023-04 (adopted August 8, 2023), as amended by Ordinance No. 2025-11 (passed and adopted December 16, 2025; recorded December 17, 2025 as instrument 4030430 in the Official Records of Coconino County), adopted pursuant to A.R.S. § 11-269.17. The permit is annual, costs $250/yr, is personal to the owner (does not run with the land, is not transferable without prior notice to Community Development), and each Short-Term Rental unit requires a separate registration and license. Registration/renewal requires: name/address/phone/email for the owner or designee; the rental address; proof of compliance with A.R.S. § 42-5005 (Arizona Transaction Privilege Tax license); proof of liability insurance in the aggregate of at least $500,000 for the property; a 24-hour responsible-party contact for complaints/emergencies; an acknowledgement/attestation of compliance; and the $250 fee. The owner must document notice to all single-family properties adjacent to and directly and diagonally across the street from the property (same-floor residents in a multi-family building). The Vacation or Short-Term Rental Permit number must be displayed on each advertisement for reservation and booking. Use is limited to residential purposes only (no special events, multi-family transient stays, or other non-residential/group-gathering uses) and, on land zoned Residential "Single Family Dwelling", occupancy must conform to the "Family" definition (any number of related persons OR a group of not more than five (5) unrelated persons living as a single housekeeping unit). Ordinance 2025-11 added an owner-occupancy requirement: the owner must reside on the property if it contains an Accessory Dwelling Unit (ADU) whose Certificate of Occupancy, Certificate of Completion, or similar final approval was issued by the County on or after January 1, 2026 (implementing HB 2928 (2025) / A.R.S. § 11-269.17(B)(9)).
