Broward ends the annual renewal for landlord registration

Effective April 14, 2026, Broward County’s Landlord Registration Program no longer requires an annual renewal — the residential rental certificate becomes a one-time registration.

Houston’s first STR registration ordinance takes effect

Houston Ordinance 2025-322 took effect January 1, 2026, requiring a Certificate of Registration (about $275/year) for any dwelling rented for under 30 days — the city’s first short-term-rental-specific rules.

Austin moves to two-year STR licenses after a 2025 overhaul

Following a February 2025 overhaul that permits short-term rentals as an accessory use citywide, Austin made STR operating licenses valid for two years (up from one) as of October 2025.

San Antonio amends its short-term-rental ordinance

San Antonio amended its 2018 short-term-rental ordinance (effective mid-2024), refining Type 1 (owner-occupied) and Type 2 permit rules and density limits.

Pinellas County requires a Certificate of Use for unincorporated STRs

Pinellas County adopted an ordinance requiring a Certificate of Use for short-term rentals in unincorporated areas, with staggered compliance deadlines from late May through July 2025.

Sarasota makes operating without a Vacation Rental Certificate illegal

As of January 1, 2025, the City of Sarasota requires a Vacation Rental Certificate of Registration citywide (with a 7-night minimum stay and annual inspection); new certificates and renewals continue in 2026.

Governor vetoes SB 280, leaving STR rules to local governments

Gov. DeSantis vetoed SB 280 — a statewide vacation-rental registry and platform-obligation bill — explicitly because “vacation rental markets are far from uniform across the state,” preserving the patchwork of local rules.

Panama City Beach vacation-rental certificate takes effect

PCB Ordinance 1632 took effect, requiring a Vacation Rental Certificate (DBPR license + TDC + BTR + life-safety inspection), an occupancy limit of 1 person per 150 sq ft, and exterior decals.

Bay County requires unincorporated vacation-rental registration

Bay County Ordinance 23-18 introduced registration and inspection for 1–4-family vacation rentals in unincorporated areas (condominium towers exempt).

Dallas votes to bar STRs from single-family neighborhoods

The Dallas City Council adopted 2023 ordinances restricting short-term rentals to non-single-family zoning and requiring registration; enforcement has since been contested in Texas courts.

Walton County adopts the STVR Certificate Program
