Sparks has NO short-term-rental ordinance, permit, or registration program — and, critically, no STR use type exists anywhere in its zoning code. The Sparks Municipal Code (Title 20 Zoning Code, codified through Ordinance No. 2654 adopted June 23, 2025, Supp. No. 24) contains a Use Table at SMC 20.02.013 with a use category expressly titled "Lodging / Short-Term Rental," but that category lists only five use types: Bed and breakfast, Hotel/Motel (<20 units), Hotel/Motel (>20 units), Recreational vehicle park, and Resort/dude-guest ranch. SMC 20.02.013(B) provides that "Uses not listed in the use table, are presumed to be prohibited," with the only path being a Conditional Use Permit from the Planning Commission on a showing that the use is "materially similar" to a permitted use. The nearest analogue — Bed and breakfast (SMC 20.03.012, added by Ord. 2512 on 08/24/2015) — is strictly owner-occupied (max 4 guest rooms / 8 guests, owner or manager must be present on site during occupancy) and, per the Use Table, is NOT permitted in ANY single-family (SF-40 through SF-6) or multi-family (MF-2 through MF-5) residential district; it is Conditional (C*) only in A-40, A-5, and RN, and Permitted (P*) only in MU-C, MR, and DT/VS. Consequently a conventional whole-home Airbnb in a Sparks residential neighborhood has no listed, by-right path to approval. Washoe County confirms it cannot fill the gap: "If your STR is within the City of Reno or City of Sparks, you CANNOT obtain a permit."
