A conventional single-family home in a residential zone therefore cannot be short-term rented at all. Narrow exceptions exist: the Short-Term Rental Overlay District (map amendment available only within existing R-10M or R-6M multi-family districts that have an HOA/POA, must be endorsed by a majority of affected owners, labeled "STR" on the Official Zoning Map); Chetola Resort and Royal Oaks Condominiums; and properties with legal nonconforming status or vested rights established under NCGS 160D-108 (typically properties operating before annexation from Watauga or Caldwell County). Where allowed, the operator must obtain a one-time zoning permit for change of use ($100 Basic Zoning Permit Fee, FY2025-26 schedule effective July 1, 2025), and the permit "is not valid until a satisfactory inspection is completed." Operating standards: a local contact reachable within one (1) hour with contact info posted inside the unit; one off-street parking space per rented bedroom (units existing July 1, 2018 are grandfathered as to parking); adequate trash/recycling containers; smoke and carbon monoxide detectors per NC Building Code; and a 911 address in 3.5-inch reflective numbers per Section 7-17. Chapter 16 was originally adopted March 13, 1984; the operative STR language stems from a 2019 amendment — in Frazier v. Town of Blowing Rock (N.C. Ct.
