The incorporated City of Sonoma (NOT unincorporated Sonoma County, which is regulated separately) prohibits NEW vacation rentals citywide. On December 4, 2017 the City Council adopted regulations prohibiting new vacation rentals; per the official City page the ordinance "became effective 30 days later and included in the City's Municipal Code." Vacation-rental standards are codified in the Sonoma Municipal Code, Title 19 (Integrated Development Regulations), Ch. 19.50 Special Use Standards (verified: sonoma.municipal.codes/SMC/19.50 is titled "Ch. 19.50 Special Use Standards"). New vacation rentals were already prohibited in Residential zones and, under the 2017 action, are "no longer a conditionally-permitted use in the Mixed Use and Commercial zones." Only vacation rentals licensed before the change are grandfathered and may continue "provided they meet updated operating standards." Grandfathered operators must include a Business License or Transient Occupancy Tax Certificate number in all online listings; overnight occupancy is limited to two persons per sleeping room/guestroom plus two additional per unit; outdoor amplified sound is prohibited; a property manager with contact info must be on file with the City; and a vacation rental "shall consist of no more than two complete residential units." Lodging (including grandfathered vacation rentals) is subject to a 13% City Transient Occupancy Tax plus a 2% Tourism Improvement District assessment (15% combined). Because no new licenses are issued and the existing set is frozen/grandfathered, the practical status is "mostly prohibited."
