Grapevine
Grapevine expressly prohibits single-family short-term rentals citywide, and a primary residence does not qualify for any exception. Under Section 21 of the Comprehensive Zoning Ordinance (added by Ordinance 2024-007, adopted January 16, 2024), the ONLY legal STRs are multifamily units in the R-MF or R-MF-2 districts, and only with a City Council conditional use permit plus a City-issued STR permit ($500/year), capped at 3% of units in complexes of 50+ units, and barred within the Historic Grapevine Township, any Transit District Overlay, or within 500 feet of single-family zoning. Permitted STRs are subject to a combined 13% hotel occupancy tax (6% Texas state HOT under Tex. Tax Code ch. 156 + 7% Grapevine city HOT). Because the overwhelming majority of would-be hosts (single-family homes, owner-occupied residences) cannot operate at all, the effective status is mostly prohibited.

Zoning: STRs are permitted ONLY in R-MF and R-MF-2 (multifamily) districts with a City Council conditional use permit; single-family and all other STRs are prohibited citywide. Not allowed in the Historic Grapevine Township or any Transit District Overlay, and not within 500 feet of single-family-zoned property (R-5.0, R-7.5, R-12.5, R-TH, R-20). Complex must have at least 50 units.

- Operator must be the property owner or the owner's representative; a responsible party must respond to incidents within 60 minutes.

- The City may suspend or revoke a permit after three or more ordinance violations (any City ordinance) in a calendar year, or for any single severe ordinance/criminal violation (including criminal arrests); enforcement also includes citations and suit under Chapter 54 of the Local Government Code. A revoked operator cannot apply for another STR permit for two years. Denials/suspensions/revocations may be appealed to the City Manager's office within 30 days, then to the Board of Zoning Adjustment.
